Inconsistency in photon reaction rate tally with analog estimator

The tally results on photon reaction rates using analog estimator is inconsistent with the results using tracklength estimator. Here is an example, a fixed source photon simulaiton on an infinite uniform model , tally 1 is using tracklength estimator while tally 2 is using analog estimator.
