This might be the most important thing I learned at the 2020 ECP meeting

Instead of working from a copy of IOR from spack, we can instead start
with the builtin version and add to it.

Track latest mobject to bring in latest bake.

nightly tests keep failing with  "unsatisfiable version constraint" so
I'm just going to hard-code a version here and hope someone more clever
than I am figures out the real problem.

We don't know why this fixes the module file that spack generates for IOR but
moving the more compilcated configure lines after everything else results in a
module file we can actually use on theta

.. but just the tests so that's why it's a sub-minor version bump
