newer compilers are finding stuff to warn about. We're tracking cci-master for the features, not to develop it, so we don't need Werror.

building cci-master takes a little more work than a release

On the Cray machine Theta, CCI finds ugni headers.  Don't configure for
ugni unless we explictily ask for it
