We don't know why this fixes the module file that spack generates for IOR but
moving the more compilcated configure lines after everything else results in a
module file we can actually use on theta

.. but just the tests so that's why it's a sub-minor version bump

- sufficient to just depend on mobject and have it indirectly pull
  whatever dependencies it needs in turn
- prevents some conflicts when sub-packages rely on specific versions

needed specifically for Cori compute nodes

- remove @dev-rpc-breadcrumb (this feature is in @develop now)
- made @develop depend on mercury@develop until the next Mercury point
