Don't call UpdateThreadLocal(1) or AssignGCID(0). In looking at the BwTree code, the first appears to cause internal BwTree GC problems. A guess for now. Trying to track down core dump in BwTree destructor.

the configure-time checks will get confused on some systems if we
populate LIBS and CPPFLAGS with our mochi service dependencies.  Thanks
for the bug report, Chuck Cranor.

1.14.1 seems adequate for our needs

I was too quick to blame pkgconfig rules for spack's problems.  Spack
caught my own mistake (fixed in 7c38eb81).

This reverts commit e7258ee7.
