and friends are automatically exported down to subconfigures. If a
sub-configure chooses not to use whatever is exported by the
upper-level configure, it can reset the flags to the user-specified
ones using a new macro.

removes MPICH2's dependency on emacs for binary packages. This should
fix ticket #395.

[svn-r5041] commented out AC_PREREQ in all non-standalone configure.in, i.e. except top-level, test/mpi, romio, hydra, mpe2, slog2sdk, openpa.

needed with the newer autoconfs. Ticket #393 has more details.

Checking for net/if.h is a bit special, this commit just fixes it per
the autoconf-2.63 manual.

[svn-r3298] Allow a configure option to set the rank to 16 or 32 bits. 16-bit rank is still the default. 32-bit ranks cannot be used till the Generic packet type size is fixed.

2. Removed the duplicate implementations of enable-g, enable-strict,
etc., except for the independent packages (MPE, ROMIO).

3. Changed the --enable-ndebug option to --enable-g=ndebug

4. Removed the svn:executable property set on some of the autoconf macros.
