Add a description on the DCFA network module



Add lines to README.vin on how to configure the DCFA network module
which makes MPICH run on IB and Xeon Phi.

The DCFA netmod provides support for InfiniBand on x86_64 platforms
(including Xeon Phi). It can be built in the following
configurations:
