Bug-fix: initialize sync_flag to MPIDI_RMA_SYNC_NONE.

MPIDI_RMA_NONE is the initial value of window state
and should not be used with sync flag. The initial
value of sync flag should be set to MPIDI_RMA_SYNC_NONE.
