Update moon to new moose

Removed all modules from MOON Makefile and made corresponding changes in MoonApp file. Added in the ModulesApp::registerObjects call that is now present in all AnimalApp files by default with newest version of MOOSE.

added MooseVariableScalar.h and SystemBase.h include files to get rid of  errors related to the use of MooseVariableScalar and SystemBase objects.

Bumped required autconf version to v2.69

This is required for the AC_FC_PP_SRCEXT and AC_FC_PP_DEFINE macros.  v2.69 was
introduced in 2012, so I'm hoping this doesn't prove to be an undue burden for
most computing environments.  However, if it causes too many issues, we might
consider omitting these macros.

Integrates Nek/MOOSE build system

This integrates the Nek5000 build system with the MOOSE build system and obviates the need for makenek.

The functionality of makenek is replicated in an autotools-derived configure script.  When run, the configure script takes command-line options for Nek; runs compiler checks; tweaks the SIZE and .usr files; and outputs a nek.mk file, which contains pattern rules for build targets, compiler flags, etc.  The flags and targets are set to variables understood by the MOOSE build system, such as $ADDITIONAL_CPPFLAGS and $ADDITIONAL_APP_OBJECTS.
