Split iofwd/Makefile.subdir into frontend specific part

- Update boost macro's
- Add boost_system

Every c/cpp file should, as a first include, include iofwd-global.h
to ensure a consistent build.

Related to FILE_OFFSET_BITS=64 bug on BG/P

configuration file (new client only).

Fix warning: result of comparison is always false

added documentation to README which explains the deployment
of the test-call scripts that were just added. removed old .py
scripts.

lib/libiofslcommon.a : common features for new client/server
lib/libiofslclient.a : new C++ client library (and C bindings)
lib/libiofslserver.a : Server Library
lib/libiofsloldclient.a : Old C only client
lib/libiofsloldclientmpi.a : Old C client with MPI

tested_commits changes every with every test done, which makes it
problematic to switch branches after a branch is through its test cycle.
tested_commits is moved to the home directory.

Changed Mutt commands for emailing in email_results.sh
added configoptions for flogin1 on Fusion@argonne.
