strncpy might prevent bad internal state from destroying everything, but it
also writes MAX_NAME_LENGTH bytes unconditionally, clobbering input if it
isn't long enough. Besides, internal state will only be inconsistent if people
are trying to call codes_mapping_get_lp_info without configuring in the first
place...

so people can bring their own workload

- only activated if Darshan enabled at configure time
- currently fails with assertion

should do good things for codes-mapping lookup performance

needed to be able to transfer mapping contexts between lps

this will be used so that LPs can communicate with each other in a more
flexible way without having to pass around strings (notably, the next step will
be for the map context API to take advantage of this)
