add configure option to control group access of logs

If the darshan log directories are created with the setgid bit set, then darshan can create logs with readable group permissions that allow an administrative group to view all logs immediately.

We should make this a configure option to allow group read on newly created logs for administrators that have set up log directories in this manner.
