* add `tests/__init__.py` file to allow `pytest-cov` to collect
test line coverage data via i.e.,
`pytest --cov-report=term-missing --cov=darshan tests/`

* on `master`, this currently fails to collect the coverage
data with this warning:
`coverage.py warning: No data was collected. (no-data-collected)`

* on this feature branch a complete coverage report is produced

- these will be removed soon when we can coordinate corresponding
  updates to CI test scripts and spack packaging

- exit with error by default in parsers
- show more verbose error message with tips to help
- add --show-incomplete option to enable previous behavior
- properly set incomplete flag for modules that don't store any records

Add some troubleshooting notes about potentially missing dependencies and this being tested only in bash (although all source are replaced by . now which enjoys better support.)

- includes changes suggested by futurize utility

- closes #298

Add quick switch for verbose_discovery, refine cli argument parser to allow early exit and more debug control.

Examples: Report-Algebra: Ensure all logs are opend in dtype=numpy mode so current merge/add/etc. operations work.

Cleanup tests a little bit (disable flake for tox), update instructions to simplify test procedure (different python versions should be moved to CI). Add a convienience target to quickly create a dev-environment with python-deps + libdarshanutil.
