this will be used so that LPs can communicate with each other in a more
flexible way without having to pass around strings (notably, the next step will
be for the map context API to take advantage of this)

Contains the following:
- annotation-aware codes-mapping API
- updated mapping tests
- updated codes-base models to use the new API
- updated LSM to configure based on annotation
  - fixed initialization issue (was doing config as an event)
  - no need for lsm_send_init from outside LPs

For a particular LP type:
- get the global number of LPs of that type
- get the relative ID w.r.t. LPs of the same type
