This merge adds a new feature whereby applications can transmit context information (progress, phase behavior) to the NRM (daemon).

This effort is part of a larger effort to enable power management using NRM (see #10 (closed)).

The tasks accomplished as a part of this merge are

• Implementation of a C downstream API to transmit application context information to NRM (daemon)
• Addition of an option to manifest file to enable power policy
