Add damper to limit the number of msgs sent to NRM

The damper value (in seconds) will decide the minimum phase length for which the phase context information can be sent to the NRM. This will limit the number of msgs sent to the NRM. In case, the phase length is smaller than the damper value, it needs to be aggregated over the next phases such that it is greater than the damper value.

  • Needs to be set using NRM by using an environment variable
  • Need to remove the rate limit threshold in the downstream API to avoid any loss of packet
