AML: Implement high-level abstractions on top of the topology query API in AML

Goal: build a duplicator, a high-level tool that can be used to duplicate data across similar areas, using locality information.

Current state:

• duplicator in https://xgitlab.cels.anl.gov/argo/aml/-/blob/replicaset/include/aml/replicaset/hwloc.h
• hwloc areas merged
• excit merged

Steps:

• figure out duplicator API (merge the replicaset branch)
• aim for xsbench integration
• side-step full topology iterator API for now. with AD stakeholders, and OpenMC/XSbench in particular.
