Merged Swann Perarnau requested to merge fix-ecp-ci-submodule into staging Aug 21, 2020

Since the ECP-CI runs from mirrors of the main repository, the submodule url cannot be relative or the CI jobs will fail during submodule retrieval.

The only other option would be to mirror the excit repo too, which is not planned at this point.
